 민주주의의 병기창(Arsenal of Democracy)이란 미국 제32대 대통령 프랭클린 D. 루즈벨트가 1940년 12월 29일에 행한 노변담화(爐邊談話, fireside chat)에서 언급한 내용이다. 이미 그는 12월 17일의 기자회견에서 무기대여법(Land-Lease)에 관한 구상을 밝힌 바 있었는데, 그 뜻은 이 노변담화의 '민주주의의 병기창'이라는 상징적인 말로 잘 나타나게 되었다.

 그리고 몇 달 후인 1941년 3월, 무기대여법이 발효되어 영국을 비롯한 연합군- 소비에트 연방에 대한 랜드리스는 1941년 10월에 개시되었다- 에 엄청난 양의 전쟁 물자를 공급하였다. 또한 이를 계기로 미국은 전통적인 고립주의에서 개입주의로 전환하게 되었다.

 아래에 루즈벨트의 '민주주의의 병기창' 담화문을 일부 번역하여 올려본다. 전문을 다 번역하기엔 너무 양이 많다. 아울러, 직접 번역한 것인 만큼 번역이 미숙한 곳이 있을 수도 있다.



친애하는 국민 여러분,
이것은 전쟁에 대한 노변담화가 아닙니다. 국가 안보에 관한 이야기입니다;

1940년 9월 27일, 세 강대국, 유럽의 두 나라와 아시아의 한 나라가 베를린에서 조약을 맺고, 만일 미국이 이 세 나라의 팽창 계획- 세계를 지배하기 위한 계획-에 간섭하거나 방해가 된다면 그들은 합을 합쳐 미국에 대항해 최후의 행동을 하겠다는 위협을 가해 왔습니다.

독일의 나치 지도자들은 그 나라 모든 사람의 생명과 사상을 지배하는 것에 그치지 않고, 전 유럽을 그들의 노예로 만들려고 할 작정입니다. 그리고 유럽의 자원을 바탕으로 남은 전 세계를 지배하려 들 것입니다.

For, on September 27, 1940, by an agreement signed in Berlin, three powerful nations, two in Europe and one in Asia, joined themselves together in the threat that if the United States of America interfered with or blocked the expansion program of these three nations- a program aimed at world control- they would unite in ultimate action against the United States.

The Nazi masters of Germany have made it clear that they intend not only to dominate all life and thought in their own country, but also to enslave the whole of Europe, and then to use the resources of Europe to dominate the rest of the world.

지난 2년간의 경험은 그 어떤 나라도 나치를 달랠 수 없음을 의심할 여지 없이 입증했습니다. 누구도 호랑이를 쓰다듬어 새끼고양이처럼 길들일 수는 없습니다. 무자비한 유화정책이란 있을 수 없습니다. 소이탄을 동반한 설득도 있을 수 없습니다. 이제 우리는 나치에게 완전히 항복한 나라만이 그들과 평화롭게 지낼 수 있음을 알게 되었습니다. 

The experience of the past two years has proven beyond doubt that no nation can appease the Nazis. No man can tame a tiger into a kitten by stroking it. There can be no appeasement with ruthlessness. There can be no reasoning with an incendiary bomb. We know now that a nation can have peace with the Nazis only at the price of total surrender.

자신을 나치로부터 지켜내고 있는 유럽인들은, 우리에게 그들의 싸움에 함께해 달라고 부탁하지는 않습니다. 그들이 부탁하는 것은 비행기, 탱크, 총, 화물선 등 그들의 자유와 우리의 안보를 지키기 위해 싸우는 데에 필요한 전쟁 도구들입니다. 단호히 말하자면, 다른 이들이 견뎌내고 있는 전쟁의 아픔과 고난을 우리와 우리 아이들은 겪지 않게끔 하기 위해, 우리는 이 무기들을 충분히 그리고 신속히 그들에게 주어야 합니다.

The people of Europe who are defending themselves do not ask us to do their fighting. They ask us for the implements of war, the planes, the tanks, the guns, the freighters which will enable them to fight for their liberty and for our security. Emphatically, we must get these weapons to them, get them to them in sufficient volume and quickly enough so that we and our children will be saved the agony and suffering of war which others have had to endure.
 
Let not the defeatists tell us that it is too late. It will never be earlier. Tomorrow will be later than today. Certain facts are self-evident.

우리의 국가 정책은 전쟁을 향하지 않습니다. 그 유일한 목적은 전쟁을 우리나라와 국민으로부터 떼어놓는 것입니다.
세계 정복에 대항하는 민주주의의 싸움은 미국이 재무장함으로써, 또 전선에서 싸우고 있는 사람들을 위해 가능한 한 많은 군수품, 보급품을 우리가 보내줌으로써 많은 도움을 받고 있으며, 또한 더 많은 도움을 필요로 하고 있습니다. 그리고 우리가 이런 일을 함은 비중립적이지 않습니다. 스웨덴과 러시아, 그리고 독일에 인접한 다른 나라들은 매일같이 강철, 고무, 석유, 그 외의 전쟁 물자들을 독일로 보내고 있습니다.

우리는 극도로 긴급하게 우리나라의 방어를 계획하고 있습니다. 그리고 침략에 저항하는 영국 및 다른 나라들이 전쟁을 수행하는 데 필요한 것들도 거대한 규모로 보내주어야 합니다.

Our national policy is not directed toward war. Its sole purpose is to keep war away from our country and away from our people.
Democracy's fight against world conquest is being greatly aided, and must be more greatly aided, by the rearmament of the United States and by sending every ounce and every ton of munitions and supplies that we can possibly spare to help the defenders who are in the front lines. And it is no more un-neutral for us to do that than it is for Sweden, Russia, and other nations near Germany to send steel and ore and oil and other war materials into Germany every day in the week.

We are planning our own defense with the utmost urgency, and in its vast scale we must integrate the war needs of Britain and the other free nations which are resisting aggression.

하지만, 지금 우리가 기울이는 모든 노력조차도 부족합니다. 더 많은 배, 더 많은 총, 더 많은 비행기- 모든 것이 더 많아야 합니다.

But all of our present efforts are not enough. We must have more ships, more guns, more planes- more of everything.

I want to make it clear that it is the purpose of the nation to build now with all possible speed every machine, every arsenal, every factory that we need to manufacture our defense material. We have the men, the skill, the wealth, and above all, the will.

따라서, 저는 공장주들, 관리자들, 노동자들, 공무원들께 이런 물자들을 순식간에 제한 없이 생산할 수 있게끔 모든 노력을 기울여 줄 것을 호소합니다. 이런 호소와 더불어, 우리 정부 관리들 모두도 우리 앞에 직면한 이 막중한 임무에 온몸을 바칠 것을 국민 여러분께 맹세하는 바입니다.

So I appeal to the owners of plants, to the managers, to the workers, to our own government employees to put every ounce of effort into producing these munitions swiftly and without stint. With this appeal I give you the pledge that all of us who are officers of your government will devote ourselves to the same whole-hearted extent to the great task that lies ahead.
